If there is no all-in before the final round, then the poker hand is a bluff.
In fixed-limit games, the limit on the third and fourth streets is lower than the limit on subsequent rounds. Similarly, in split-pot games, the upper limit on the first and second streets is lower than the upper limit on the third and fourth streets.
